The Galaxy Note 2 had a popup browser that came with the phone. It offered a nice way to multitask which a lot of people used. Unfortunately, The Samsung Galaxy Note 3 doesn't come with it. But there are many alternatives in the Google Play market. If you really must have the stock popup browser, I found the APK in the XDA forum link below but it is not stable. I think Floating Browser will be your best bet. Thanks to Nathan C. for providing the suggestion.
